Water and sewer, at your service since 1950
Water and sewer for Ligonier Township
Our 2025 water quality reports list no violations for either water system. Pay your bill, check your rates, or find out if your street is on public sewer.
01 Your water
Seventy-six years of the township's own water
The Authority was chartered on January 10, 1950. It has grown from one reservoir to two water systems and two sewer systems, run by a crew of eight from the township building in Oak Grove.

The township reservoir, begun in May 1953 and fed by South Branch Creek.

Built when federal rules began requiring filtration for surface water. A backup well in the State Game Lands came with it.

The 90th percentile lead level in 2025, against the federal action level of 15 parts per billion. No home tested above it.
02 Your street
Is your street on public water or public sewer?
We serve 13 neighborhoods with water and 10 with sewer, and the two lists don't match. It's the first thing a buyer asks, so here it is by neighborhood.

03 Your questions
Questions we answer every week
For homeowners
- How do I pay my water and sewer bill?
Pay online through AuthorityPay, mail a check to the office, or pay in person on a weekday between 7:00 am and 3:30 pm. After hours there's a payment drop box in the door of the main entrance of the Municipal Building.
- How often am I billed?
Water and sewer are both billed quarterly. The monthly rates on our rates page are multiplied across the quarter, plus what you used over the included amount.
- What happens if my payment is late?
A $25 penalty is added if your payment isn't received at our office by the due date. Not receiving a bill doesn't remove the charge or the penalty, so call us if a bill doesn't arrive.
- How can I tell if I have a leak?
Turn off every faucet and appliance that uses water, then look at your meter. If the dial or the flow indicator is still moving, water is going somewhere. Call the office and we'll help you work out whether it's on our side of the meter or yours.
- Is my water safe to drink?
Our 2025 water quality reports for both the Ligonier Township and Waterford systems list no violations. Lead at the 90th percentile was 2 parts per billion against an action level of 15, and no home tested above it. The full reports are on our water quality page.
For buyers, agents and title companies
- Is this address on public water or public sewer?
It depends on the neighborhood, and the two lists aren't the same. Laughlintown and Ligonier East have our sewer but not our water. Oak Grove, Waterford, Wilpen, Clifford Estates and Gravel Hill Road have our water but not our sewer. Check the service area, then call us with the address and we'll confirm exactly what's connected.
- How do I get a lien letter?
Send $25 per parcel to our office with your lien letter request. Unpaid water and sewer charges stay with the property, so this is the step that protects the buyer.
- What does a sewer lateral test cost?
A sewer lateral test is $250. If the property fails, each additional test is $100. Call the office to schedule one before settlement.
For builders and engineers
- Who do I talk to about a new connection or a line extension?
Start with the office at 724-238-7464. New connections, extensions and plan reviews go through the Authority's manager, and the fee schedule for tapping and connection is available from the office.
- Is public sewer coming to Oak Grove, Waterford and Wilpen?
It's planned. A sewage collection and conveyance system for those three areas is part of the Authority's future plans, and Ligonier Township is leading the planning work now.
For everyone
- Who treats the sewage from my house?
It depends on where you live. The original system north of Ligonier and the 2012 expansion to Ligonier East and Laughlintown are treated at the Municipal Authority of Westmoreland County's plant. The Darlington Road corridor is treated at our own Darlington plant, built in 2014.
- When does the board meet?
The first Wednesday of each month at 4:30 pm at the Ligonier Township Municipal Complex. Meetings are open to the public. The next two are listed on our meetings page.
- Why would the Authority call my phone?
The DEP requires us to run an automatic phone alert for water emergencies, such as a boil-water advisory. Those calls show 724-238-7464 on caller ID. Call the office to update your number or to be removed.
